We consider consulting (in operations) as implementation without the bite of practice. Consulting gives food mainly to thoughts, and while it can have its tremendous effects if thoughts start to trigger actions in the right direction but it will not in itself achieve lasting mentality changes in a systematic way contemporarily and coherently in many actors. It is the systems that bring changes about, not consulting.
